We went here twice in daytime and at night. It was not crowed in daytime and different story in the evening. We also enjoy thelight show at the building in the evening

It is free, you can upload quickly and you get beautiful views of Tokyo.

The Tokyo Metropolitan Government Building Observation Decks offer one of the best free ways to enjoy breathtaking views of Tokyo. Located in Shinjuku, the twin towers feature observation decks on the 45th floors, providing panoramic vistas of the sprawling cityscape, including landmarks like Tokyo Tower, Skytree, and, on clear days, even Mount Fuji.

After spending a lot of money during the day climbing Tokyo Tower, I came here in the evening to climb the 45th floor observation deck. We didn’t have to wait for the elevator, and although there were some people looking at the view, it wasn’t crowded. The view was breathtaking and completely free! There is a small shop where you can sit and enjoy a snack or buy souvenirs.

Even though the line was long, he moved fast. The staff is super friendly and the views are magnificent, if you are lucky you can even enjoy the views with live music because there is a piano available for anyone to play and on a clear day you can see Mount Fuji from there, we did not play with pollution, so it was not appreciated well. The building is also beautiful. And best of all: for free!

Tokyo City Hall is a 51-storey double building (including 3 underground) located in Shinjuku District at 243 meters above sea level, a majestic 360° free observatory overlooking Tokyo.

Tokyo offers many free viewpoints and this is one of the best. You climb in less than a minute to 200 meters high and you look out over the area of Tokyo with the most skyscrapers. You can see the view from every direction and all over the surface so people don't huddle in one spot, which makes the experience very rewarding. Very well organized.

The headquarters of the Tokyo Metropolitan Government is located in this building built between 1988 and 1991. The twin towers, recognizable by their shape, are located in the Nishi-Shinjuku district, in the southwest of the Shinjuku district. Easily accessible via trains and subways.
The observatory, located 202 meters in the towers is completely free and is accessed via an elevator located at the foot of the towers. Expect to queue to get in as there are many people, even in the evening. One of the two observatories closes earlier than the other and sometimes it is not open, well inquire on the official website. The staff are friendly and refer you well. Search bags before you get in.
At the top, a shop in the center of the observatory, with a lot of objects and goodies. Possibility to also sit down and have a drink or dessert. From up there a 360° view of the city, the surroundings, Mount Fuji on a clear day.
In the evening, a projection is given on the buildings, observable from the courtyard in a semicircle, every 30 minutes. Start and end times vary depending on the season. There are more performances in autumn and winter. The program changes regularly.
Allow 1 hour in all.

In front of the elevator, there was a huge line like this. It looks like I'll have to wait a little while. The Tokyo Metropolitan Government Building has two observatories, the north and the south. I had climbed the North Observatory a few years ago, so this time I decided to head to the South Observatory.
The view of the view is wider in the south. We arrived on the 45th floor of the Tokyo Metropolitan Government Building. They say it's 202m tall. But I'm surprised at the buzz. About half of them are foreigners, aren't they? It is a night view of Tokyo Shinjuku. It's not that different from the night view of New York. And the building next door is close, close! Great spot to see the Tokyo skyline, and it’s free! You can spot the Tokyo skytree and other important landmarks. On a clear day you can even see Mount Fuji. Nice way to spend an hour as the sun sets to see Tokyo turn from day to night. There’s an open piano up there, which is a nice touch too

How long do you spend there? From queuing at the lift to get up till you are back down? 30mins/1hr?

I spent 25 queuing one day and no queue at all another day when the weather was not so good. Up in the platform you can spend all the time, you want, there is no limit , it depends on you , but I should say minimum 15 minutes to go around all the windows .
